Detainment Camps Going Live: FEMA Seeking Subcontractors to Provide “Temporary Camp Services”

This article was written by Mac Slavo and originally published at SHTFplan.com

For the better part of two decades FEMA detention camps were believed to be a figment of tin foil hat wearing conspiracy theorists. As more information over the years has been made available through alternative news researchers like Alex Jones in his full length documentary Police State 4 and former governor Jesse Venutra’s FEMA camp exposé, it is becoming increasingly clear that the government has been taking steps for quite some time to ensure a rapid and effective response in the event of a national disaster or U.S. military deployment on American soil.

As many of our readers know, the U.S. Senate recently passed the National Defense Authorization Act, which, it has been argued, authorizes the establishment of domestic war zones and the subsequent detention of those who are suspected of engaging in terrorist-related activity - including, arguably, U.S. citizens. What you may not know, however, is that just days after the passage of the act reports are surfacing that the Federal Emergency Management Agency, under the auspices of the Department of Homeland Security, is requisitioning private contractors to provide services for government, defense & infrastructure pertaining specifically to FEMA activities with respect to emergency services.

At first glance, this may seem like no big deal. Why shouldn’t the government prepare for emergencies?

However, a review of an email made available through Info Wars from Kellogg, Brown & Root Services (KBR), a subsidiary of mega government contractor Haliburton, notes that the contracting opportunities available through the government and KBR are specifically for “temporary camp services and facilities.”

Key Excerpts from the email and Project Overview:

-Kellogg, Brown and Root Services (KBR) is seeking subscontractors on a national basis to provide temporary camp services and facilities as part of its current and future emergency services contracts for the Federal Emergency Management Agency (FEMA), U.S. Army Corps of Engineers (USACE), and state/local government agencies.

-The continental US will be broken up into five regions – Services will be required in each State within each region.

-Establish services listed below within 72 hours for initial set-up and respond within 24 hours for incremental services. This is a CONTINGENCY PROJECT and it should be stressed that lead times will be short with critical requirements due to the nature of emergency responses. Subcontractors must be flexible and able to handle multiple, shifting priorities in an emergency environment.  Supply lines needed must be short but not necessarily pre-positioned.

-The personnel on site to be covered by these services will depend on the size and scope of the recovery effort, but for estimating purposes the camp will range in size from 301 to 2,000 persons for up to 30 days in length.

The full RFI from KBR is available for your perusal via SHTFplan and details, among other things, the host of services that are required for temporary camp facilities:

  • Catering Services
  • Temporary Fencing and Barricades
  • Hand Washing Stations
  • Laundry Services
  • Medical Services
  • Office Trailers / Administration Areas
  • Potable Water
  • Power Generation, Fuel Delivery / Supply and Electrical Distribution
  • Refuse Collection
  • Shower and Toilet
  • Tentage, Flooring, Electrical & HVAC
  • Waste Water Removal

For all intents and purposes, FEMA / DHS is now activating camps across the nation – in all 50 states – and ramping them up for detainment if and when the need arises.

Security, while not mentioned in the KBR release, is an issue addressed previously under guidance of the U.S. military. In an August 2009 report we highlighted that the Army is Hiring for Internment/Resettlement Specialists, in which we noted:

It seems that the US Government is preparing for a high volume of military prisoners. We suspect these will not be foreign nationals, as we either kill them or detain them outside of the USA. So, one must conclude that these corrections, interment and resettlement specialists will be supervising US citizens. The military is calling them internment camps or resettlement camps. Back in World War II they were called by a different name.

Additionally, we have learned over the last couple of years that FEMA has  requisitioned manufacturers for 140 Million Packets of Food, Blankets, and Body Bags, while the U.S. military is Actively War Gaming ‘Large Scale Economic Breakdown’ and ‘Civil Unrest’ which includes training for over 20,000 US military personnel for contingencies that may include riots and/or mass detentions.

While mainstream media will not report this, and most of the population will either ignore it or chalk it off as being once again blown out of proportion by the alternative news sphere, the evidence is right in front of us – it is overwhelming and very compelling.

Our government is, without a doubt, preparing for an event(s) that will likely result in the mass detentions of tens of thousands of individuals across the entire United States.

A different view.

I also posted this at Mac's site. It's a totally different perspective.

In 2005, following hurricane Rita, I was among about 60 Red Cross volunteers who trucked into the hardest hit area in Texas less than 24 hours after the storm passed, in order to begin supply distribution. We operated out of the Ford Arena in Beaumont, TX. With that in mind, let me review the KBR RFI laundry list of services:

These included:
·Catering Services – two facilities provided three meals a day for the workers. The “mess halls” consisted of trailers which opened to provide cafeteria serving stations and… get ready for it… tents so we could eat out of any rains and away from the hot sun.
·Temporary Fencing and Barricades – setting up a loading yard, setting up gas and diesel facilities, separating medical facilities, etc.
·Hand Washing Stations – I hope both the catering services and volunteers washed ther hand before eating.
·Laundry Services – Yep. After even three to four days this was definitely needed. Most of us travelled light and it was very nice to drop off laundry after breakfast on one day and pick it up the next day.
·Medical Services – Yep, checked into a National Guard field hospital myself to have something checked out, others also needed assistance, as did many of the refugees who came through on their way from the East Texas area on their way to shelters in San Antionia.
·Office Trailers / Administration Areas – Do we think these things run themselves?
·Potable Water – Yes, nice to have water in 104 degree heat in Texas.
·Power Generation, Fuel Delivery / Supply and Electrical Distribution – With local power down, and no gas stations open the massive supply distribution lines had to be able to refuel somewhere, communications needed power, as did the extraordinary number of FEMA laptops. And, we really did appreciate it when the air conditioners came on and we were able to sleep at night
·Refuse Collection – well, of course
·Shower and Toilet – I hope
·Tentage, Flooring, Electrical & HVAC – see power above for HVAC. We had a sports arena, but in some cases tents would be required.
·Waste Water Removal – Again, necessary for sanitation.

Now, all of these services were needed immediately following Rita. Ford Arena operated for at least 4 weeks following Rita… my guess is that 6 weeks was more like it. It served one or two thousand people, ranging from volunteers to subcontractors – including power and light companies, EMTs and ambulances, FEMA personnel, victim case workers for the Red Cross, Disaster Assessors, food distribution personnel who downloaded 18 wheelers to small trucks and drove to local drop off sites.

In other words, the KBR RFI calls for exactly what is needed to establish a temporary camp (and 30 days is temporary) as a disaster aid distribution center.

That sounds sweet and thoughtful of FEMA. However, after Katrina, I think anyone who trusts FEMA to provide a safe environment in the midst of any major disaster would have to be outright demented.

Sorry, I'm not buying the candy coated propaganda, buddy. We've already seen first hand what FEMA is capable of.

dual purposes

@brandon

think this is more of a case of seeing multiple purposes for a particular tool. Like firearms....it's not the tool or system itself. It's the way the wielder uses that makes it benign or evil.

FEMA was never meant or designed for dealing with emergencies themselves but with helping after the incidents has already run it's course.

An excellent book I found on the subject is EMERGENCY by Neil Strauss. FEMA isn't even really the main focus of the book. Just part of what he learned while preparing for SHTF scenarios

As far as the war gaming...I find it a bit alarming, yes...but it also means that they are well aware of the situation as you and others have been putting a spot light on for yrs.

The best we can do is make their preparations as unnecessary as possible. That way it will be much harder for those with ulterior motives to implement their strategies.

@David

That's true. The system itself is not "good" or "evil", its the men who use that system and to what end. However, let's not kid ourselves. We all know who is utilizing FEMA today. We all know what kind of people they are. And, we have seen multiple real-life examples of how they can abuse that system. So, I think it is more than a safe bet to say that their intentions this time around are no better than they have been in the past.

I think Salvo's concerns are extremely well founded.

THE DICTATORSHIP!
written by Friend of the Constitution! , December 09, 2011

Those of us who have been following events on this website and others, know that we have entered the final phase of "Dictatorship." There is no other way to look at it. It is only a matter of time before there is a declaration of "Dictatorship." Sad, but true we have all but in name steped over the line. It is time for revolution! I never would have wished to see this but, this is it! God help us.

Great for the worker, but...

Couldn't help but notice that it sounded like all of these wonderful services were provided for the "Emergency personnel" only. Or did I miss something??? But why would FEMA camps need guillotines (not mentioned here)? Pest control I assume.

NDAA Bill Passage
written by Paladin1776 , December 09, 2011

In reality this Bill passage is an act of war against the American People by the criminal government in Washington. The U.S. Military and Law Enforcement need to decide who’s side they’ll be on. They either side with in defending the American People and the Constitution or be a traitor and an obediantant dog to the criminal government and the globalist who will be in their Bunkers paid for by taxpayers watching Criminal Military Units and law enforcement get shot to pieces by the American People. The Sadistic Law Enforcement who hide behind a badge and wear the SS black uniforms, web gear, and vest. Those things will not protect them from accurate and extreme gunfire. Once American Citizens become well organized and adept in the art of Ambush, fire and maneuver. The American people will become far more lethal than the so-called Taliban. No matter how long the fight will take, the American People shall endure and overcome. So Help them God! In the end they will tear off their shoulder patches and ditch their uniforms from fear and Wrath of the American people! The American people cannot go head to head with the US military in an all-out fight on the battlefield. But here’s a fact of reality. Asymmetric warfare is devastating. Small and well organized groups fighters going up against a well equipped Military have time and time again throughout history have defeated and won in the long term fight. This was well illustrated during the Vietnam war when the U.S. Military was fighting the Vietcong in the jungles of Vietnam. That war lasted many years and in the end, the U.S. Military lost. American citizens have family members in military service. Family Blood is much thicker than an allegiance to a criminal government. In time America Patriot fighters will be able to acquire advance military weapon systems that will be used against the criminal Military, law enforcement, and criminal government, there will be no way of stopping it. I was in hopes that getting control of the government could be done peacefully. But, I seet that they're going to push the American People over the edge and force them to act with Armed resistance.
